Ellen is an expert in AI ethics, data standards and sharing and systems-driven technology design. Since 2019, she has been a writer, researcher and Associate Professor with the School of Cybernetics at the Australian National University, founded by Distinguished Professor Genevieve Bell. There, Ellen collaborates with peers in academia, industry partners and government agencies to design new approaches to designing and maintaining AI systems in responsible and holistic ways. Prior to joining the School of Cybernetics, Ellen developed and led engineering and design streams in CSIRO's Data61 developing API standards and software tools to support Australians sharing data about themselves securely and safely with organisations of their choice, in banking, energy and telecommunications, under the umbrella of the Australian government's Consumer Data Right.
Ellen moved back to Australia in 2016, after working in the Hague and London. In London, Ellen held roles as Head of Policy for the Open Data Institute, founded by Sir Tim Berners-Lee and Sir Nigel Shadbolt, and as expert adviser on data to the then Environment Secretary (now Foreign Secretary) Elisabeth Truss. As expert adviser to the Environment Secretary, Ellen advised on the transition of 35 data rich organisations across the UK that comprised the Department for Environment, Food & Rural Affairs to collaborative data publishing models, to support the ongoing collection and maintenance of core environmental data assets. As Head of Policy for the ODI, Ellen provided expert advice to a range of national and international industry and government partners on how they might manage data publishing and sharing, as well as the impact of emerging data technologies on broader social, economic and environmental factors influencing sectors and societies. In the Hague, Ellen worked for the International Federation of Library Associations & Institutions as Manager of Digital Projects and Policy, coordinating policy advocacy in Brussels and Geneva and digital learning initiatives with IFLA members on five continents.
Ellen is a member of the Australian government's National Data Advisory Council, ASIC Consultative Panel and the Australian Studies Institute Advisory Board. She has written for publications including The Guardian, New Scientist, Harpers Bazaar and Griffith Review and has delivered keynotes nationally and internationally, including the Telstra Innovation & Creativity Keynote for National Gallery of Victoria's Melbourne Design Week; for the Cranlana Programme (Australia) and at SXSW in Austin, Texas. She is the author of Made by Humans: the AI Condition (Melbourne University Publishing, 2018), and co-designer of a board game about open data, alongside ODI Vice President Jeni Tennison, called Datopolis that is being played in 19 countries.
